Mutual-aid for fire-rescue emergency operations

In the context of emergency-response systems and processes requiring resources, there is a concept of “mutual aid.”

One definition of “mutual aid” (from uslegal.com) is:

(A) mutual aid agreement means a written agreement between agencies, organizations, or jurisdictions to lend assistance across jurisdictional boundaries. It agrees to assist by furnishing personnel, equipment, and expertise in a specified manner at requisite time. Prior to the seeking of mutual aid agreement, an agency must first commit its own resources.

Another simpler definition:

Mutual aid is a voluntary reciprocal exchange of resources and services for mutual benefit.

Key information is actually public

There is a surprising volume of public information available about certain “public service” matters that continue to impact me and my family, since their occurrenc and until this day (2024-11). The surprising aspect is that I “stumbled into” this information by on ordinary search. Sadly, what I found is incomplete, inaccurate, and misleading, and is therefore unfortunately open to misinterpretation and misapplication, causing further harm.

I don’t understand what you do. What exactly do you do?
Short answer:
You could say I am something of an ethical hacker, formally trained in business systems analysis and engineering practices.

So, I design and deliver “systems” featuring computers to (variously) move information and store data, all for the improvement of a business and its financial bottom-line. Hopefully that helps? If that sounds too abstract, I’d be grateful for an opportunity to explain even more. Let’s talk! 🔒

I apologize if I don’t seem clear. I’m not intentionally obscure. Maybe I’m using terms that are mostly familiar to typical IT department managers and directors. So (for example), if I mention an “enterprise resource planning” system, or “content management systems” or even simply a “document management system”, this language might be putting you off, because maybe you don’t manage or buy those kinds of “systems”, or maybe you’ve rarely (if ever) had to make business decisions about them, enough to know their distinct terminologies. Even so, you might actually be using these kinds of sytems daily, and maybe—since you’re reading this—perhaps your systems could be harnessed and/or improved in some ways you hadn’t imagined.

Facebook abruptly discontinued our business page

Unbelievable. First it was Twitter, shutting our account down without any reasonable explanation or warning. Then Facebook (or “Meta”, or whatever they wish to be called these days) acted similarly. Our page sat there for at least a decade (since 2012: https://www.facebook.com/systems.architect), not bothering anyone, and not violating any policy that I could learn of. Apparently, Facebook has done this to other small business owners too. If you were affected, we would love to hear from you. If your business was affected, we would love to hear your experiences. Maybe we can even help.

I guess they found it to too hard to offer us some kind of courtesy notice first, maybe with some brief explanation of whatever policy they beleived we may have been violating.

Information Collection

Streamlines Information Systems LLC (hereafter, “Streamlines”), a Florida corporation, is the sole owner of any information collected via get.davetingling.info. That said, we do not collect any personally identifiable information on (or by) the get.davetingling.info website.

Registration

As a visitor to our site, you can certainly browse without providing any personal information.

We do not collect or try to keep demographic information about you (such as income level and gender), nor do we engage in “content profiling.” We do not try to “personalize” your experience of our website unless you explicitly request such a focused service under a Service Level Agreement (SLA).

We do not issue newsletters, updates, reminders, or any sort of automatic soliciting communication from our website if you register. We will try to contact you by email if, and only if, you request a password reset or other information from our site. We will also advise you by email if there are certain system outages, scheduled maintenance, or other critical service advisories related to your SLA. We take strict measures to ensure this remains true.

Again, we do not collect personally identifiable information from you at any point on our website, and neither do any related business entities.

When you use this site and our services, we may collect certain information about your computer to facilitate and evaluate your use of the site and the services. For example, we may log environment variables, such as browser type, operating system, CPU speed, referring or exit Web pages, and the Internet Protocol (IP) address of your computer. Streamlines might use such information to measure traffic patterns on our site and the frequency of usage of our services. We do not match such information with any other information held by Streamlines unless we have your express consent. We do not use any method whatsoever to connect page impressions or to determine which [if any] pages of our site are viewed by you personally.

Service Requests

If you choose to retain our services, we request certain personally identifiable information from you on our Service Request form. In order to complete and validate a service request, you must provide contact information (such as name, email, and shipping / location address) and financial information (such as credit card number, expiration date).

We use this information to bill your credit card, for other billing data acquisition purposes (but not for credit checks), to respond to your general requests, and to fulfill your requests for service. If we have trouble processing a request, we will use this information to contact you in person, usually by telephone.

Again, information necessary to provide you with your requested service is collected and retained by our company. The preferred collection method is verbal only, and this information is not stored on our websites, server networks, or on get.davetingling.info. During the course of our personal service as business consultants, we may come across especially sensitive data, proprietary information, plans, concepts, and your general intellectual property. Please see the terms of your SLA and/or service agreement, which details how we handle this data. Notice that passwords, access control lists (ACLs), your employee data, and so on, are never stored on get.davetingling.info or on any of our publicly accessible computers or computer networks.

Service Level Agreements (SLAs)

Although the function is not available at this time, if you should apply for a Service Level Agreement (SLA) via get.davetingling.info, we require that you provide certain personally identifiable information, including your name, business address, phone number, and credit card number. This information is necessary to process your application and to contact you.

We require your credit card data to provide various technology services to you. Generally, we prefer to receive this information from you in conversation by telephone. If you choose to enter your credit card data on our SLA application form or on forms related to your service requests and schedule, we encrypt it using advanced secure socket layer technology (SSL). The information is never stored on our servers for any period longer than required to authenticate the transaction—often just a few seconds. Thereafter, the information is not stored on any of our networked computer systems anywhere in the world.

By using this Site and our services, you agree and acknowledge that information collected through get.davetingling.info or in connection with services may be transferred across national boundaries and stored and processed in any country in which Streamlines maintains servers, including the United States.

You also acknowledge that in certain countries or with respect to certain activities, the collection, transfer, storage, and processing of your information may be undertaken by trusted technology contractors.

Such third parties are bound by contract with Streamlines not to use your personal information for their own purposes or provide it to any third parties. One instance where this could occur is in conjunction with framed pages in which the URL for the pages is not visible, and the pages are hosted for Streamlines by such third parties. For example, on the sign up pages for certain services, the pages may be hosted by a third party vendor, but appear to be within the domain namespace under our control, i.e. “davetingling.info.” Such pages are also governed by (and are compliant with) this privacy policy.

Referrals

Occasionally, we will offer a referral service and rewards program on get.davetingling.info. If you choose to use our referral service (by clicking a link and a completing a brief form) to tell a friend about our website, we will ask you for your colleague’s email address. We will automatically send your friend a one-time email inviting him or her to visit the site. Streamlines does not store this information. It is used only for the purpose of sending this one-time email and for tracking the success and rewards of our referral program.

Your friend may contact us using the contact information provided herein or via the contact form on the website, get.davetingling.info to request that we remove this information from our database.

Uses of Information

As at November 15, 2011, we use the information described above either:

  1. In accordance with your permission as granted in a signed SLA,
  2. In accordance with your permission as granted when you digitally signed the Terms of Service of get.davetingling.info,
  3. In accordance with your permission as granted in a survey form you complete as linked from get.davetingling.info

Communications from the Site

At this time, we do not send any special offers or invitations from our website. We do not email or text anyone about products, services, special deals, promotions or deals.

Newsletters

We do not engage in a “newsletter” program. You will not receive a newsletter from us, nor from any affiliates.

Service-related Announcements

Profile

We store information that we collect through one (1) cookie, log files, and other technologies generated by our own site and servers, but not those from third party sources. With this information, we maintain a “profile” of your preferences. We do not tie your personally identifiable information, and or your service request history, to the information in the profile. That is, we do not tailor promotions and marketing offers (neither ours nor those of any third parties) to improve or modify advertising content on our site based on your historical behavior or activities.

We do not share your profile with third parties—not even in aggregate form, and we are especially careful that if this information can be garnered from our site by malicious means, your personally identifiable information cannot.

Supplementation of Information

In order to provide certain services such as a “console” displaying feedback about your systems on this website, we may on occasion supplement the personal information you submitted to us with information from third party sources. These would be consultants who have provided us with data about your systems or computer network.

We do not purchase marketing data from third parties and add it to our existing user database.

When you register or sign up for any of our services, we do not knowingly share any information about you, your computer, or your browsing habits with the search provider, or with any other third party. An astonishing application of technologies for content delivery

Anyone interested purely in the science and art involving the representation and transmission of information can learn valuable technical lessons from the official website of Jehovah’s Witnesses: jw.org. Religious views aside, the content management and distribution system is nothing short of astonishing.

The simple-looking interface is deceptive. From the landing page, a user can access identical textual messages in over 1,052 human languages—representing vastly disparate character systems. These are accurately encoded and rendered to your browser without requiring plugins or extensions. Similar feats are accomplished with video content, synchronized media streams, and translated audio.

The mind-blowing aspect is that no-one is paid to provide or deliver this system. This, I would venture to say, is worth a closer look.

We are not currently subject to the General Data Protection Regulation (GDPR).

By default, we protect every Client’s data, honoring the deep trust our Clients place in us, to provide and/or manage their business information systems. Additonally, we hold binding non-disclosure agreements with partners.

Each Client is a “Data Controller” under multiple data protection laws. Our professional services abide by such laws, and we work to ensure that the Client(s) always retain soverignty over his/her/their data.

If you are not (and have never been) our Client and you seek any disclosure whatsoever regarding our Clients(s), their identities, their activites, or inferrable activites as may or may not be recorded within our systems, please note:

  • It is our practice to promptly notify our Clients of any incoming requests for their data, unless we are explicitly prohibited from notifying the Client by applicable law.
  • You will need to produce a subpoena, court order, or similar compelling writ from a governing authority or law-enforcement agency of relevant jurisdiction—in order for us to provide you specific records.

Access to computing resources and technical analyses

Especially for volunteer fire-rescue agencies, I would like to personally extend private help (outside of my work-hours of course), perhaps most often by way of technology integration guidance and advice. There are also some technology management tools and data-management techniques that I might share, depending on your department’s situation.

Please watch this space for a more complete description of some personal emergency-response technical resources that I might be able to share.

In the interim, please consider NIST Special Publication 1174 regarding applying technology to the practice of fire and emergency response. It is a little bit dated, but without a doubt, still very relevant and informative for some agencies.
